Mark Zuckerberg testified in front of the US Senate in 2018 about the data breach involving Cambridge Analytica, but in 2017, he downplayed the incident saying that the data was 'de-identified' and that there was no evidence of misuse. The data was collected by Aleksandr Kogan's app, 'thisisyourdigitallife', which was downloaded by 270,000 people. The data was then shared with Cambridge Analytica without users' knowledge or consent. Facebook's policy at the time stated that developers could collect data from users, as long as it was 'de-identified' and not used to target ads. However, the data was later used for political targeting in the 2016 US presidential election.
