Claude Code reads AGENTS.md only when telemetry is on

Claude, a conversational AI developed by Anthropic, reads the AGENTS.md file only when telemetry is turned on. This is a known issue that has been reported by users. The AGENTS.md file contains configuration settings for Claude, and it appears that the AI reads it only when telemetry is enabled.
